getfint - get format for INT values
Getfint returns a pointer to a string containing the format for INT values. This format string is used by atolong(C-3) and longtoa(C-3). In addition, several of the C/Base programs use this string for formatting INT values.
The first format specifier is for positive (>0) values. The second is for negative (<0) values and the third is for zero values. In the absence of the second or third specifiers, the first specifier is used for the corresponding class of values.
The INT format string is retrieved from the country format structure (see fcountry(C-3)).

The value returned points to static data shared among all of the get format routines and is overwritten with each call.
