dttomdy - convert DATE to month, day, and year

Dttomdy converts the date value date to three integers, the
month, the day, and the year. The values are stored into the
parameters month, day, and year, that are pointers to integers.
The DATE value parameter represents the number of days beginning
with January 1, 1800. January 1, 1800 has a DATE value of 1. The
year value returned is greater than 1800. If there are no errors,
dttomdy returns a non-zero value.

dttomdy (billdate, &month, &day, &year);
DIAGNOSTICS
If date is less than or equal to zero, the other parameters are
set to zero and the function returns a zero.
